Job Title Budget Compliance Manager
Contract-to-hire

Requirements:

  • Bachelor's degree in accounting, finance, business administration, or a related field; a Master's degree is a plus.
  • Proven experience in grant management and compliance, preferably within a non-profit environment.
  • Demonstrated experience with government grant compliance, particularly federal grants and contracts related to these awards.
  • Strong financial acumen, including budget development and management, financial analysis, and reporting.

Preferred:
  • Grant compliance for the following agencies: ACS, DoA, DHS, DSS, DYCD, DoHMH, HPD, etc
The Grant Budget Compliance Manager is responsible for overseeing the financial aspects of grant management, ensuring adherence to all grant-specific regulations, internal controls, and ethical standards. They work closely with finance, development, and program staff throughout the entire grant lifecycle – from proposal development to closeout. 

II. Essential duties and responsibilities
  • Grant Budget Management:
    • Develop and manage detailed budgets for grant applications and ongoing projects.
    • Monitor grant expenditures to ensure adherence to approved budgets and allowable cost principles.
    • Track and report all financial transactions related to grants, maintaining detailed records and receipts.
    • Coordinate with finance and program teams to ensure accurate and timely financial reporting to funders.
    • Prepare and submit accurate and timely grant reimbursement requests.
    • Conduct regular budget reconciliation and analysis, making necessary adjustments to prevent overruns.
  • Grant Compliance & Oversight:
    • Ensure compliance with all grant regulations, including federal (e.g., OMB Circulars), state, and local requirements
    • Serve as the primary point of contact for external program officers for government grants, negotiating budgets and scope of services.
    • Review grant contracts and agreements to ensure compliance with funding agency requirements.
    • Develop and implement internal controls and procedures to ensure grant compliance.
    • Stay informed of changes in grant regulations and funding landscapes, adapting strategies accordingly.
    • Oversee and coordinate grant audits, providing necessary documentation and responses.
    • Provide guidance and training to staff on grant administration and compliance best practices.
  • Reporting & Documentation:
    • Prepare and submit required reports of grant activity for state and federal authorities and other grant-funding sources.
    • Ensure all data tracking and file creation are in compliance with funder requirements.
    • Maintain the central grant management system and ensure appropriate archiving of grant and contractual documents.
    • Develop new systems and tools to increase the efficiency of grant reporting, as needed.
  • Collaboration & Communication:
    • Work closely with program staff to manage project deliverables and ensure accurate programmatic reporting on grants and sub-awards.
    • Liaise with finance and IT departments to ensure effective and efficient grantmaking processes.
    • Build and maintain relationships with funding organizations and stakeholders.
    • Provide expertise and advice on non-profit compliance and risk matters to leadership.
